Dr. Otmar Schuster at the 1st Geodetic Congress in Belgrade |
 45 years after his last visit in Belgrade Dr. Schuster was invited for a speech on the 1st Geodetic Congress in Belgrade.
At that time, 1966, whole Yugoslawia was rejoicing the certainty of its special way to socialism. The hospitality and many discussions are an enjoyable retrospective. Today, the big interest of all guests of the congress was astounding. We felt to be back in the 90ies in Eastern Germany.
The geodetic community in Serbia is still a well formatted society, the societal changes have not yet taken place. That could be seen also in the topic of real estate evaluation. The leading heads seem to tend to the Swedish mass evaluation instead of the democratically based and decentralized German Standardized Market Values system. But this is perhaps a question of transition. |

A friendly colleague sent an e-mail, saying I should look in our website www.vermessung-schuster.de and click on the link for the „Council of Geodetic Surveyors“. There I found indeed a “Center for Dating” in our website being as good as gold, which had nested there with English text and a lot of corresponding photos. Just before a fortnight the Regional Government in Düsseldorf, our superintendence, had controlled our business thoroughly; so I called them up, asking, if our new branch “Dating Agency” finally could be seen as allowed? The befuddlement ended in cheerfulness. What had happened? The Council of Geodetic Surveyors under President Jean-Yves Pirlot had changed its website name to www.clge.eu and the Dating Centre took the old name.

The Undersecretary of State (off duty) Dr. Jens Baganz heads for strategic policy consulting |

Since the 15th Oct. 2011 Dr. Baganz joins the nymoen strategieberatung in Berlin. There he will occupy the strategic policy consulting in energy questions. Target customers are the municipal authorities and the utility corporations.
Before starting his political career, Dr. Baganz was active in the energy economy. Then he was elected as Mayor of the town Muelheim an der Ruhr and got after his retirement his high post in the state government of North-Rhine Westphalia, ministry for economy and energy.
So his future sphere will mainly be North-Rhine Westphalia. Projects concerning the energy turnaround in the communal world will be the challenge for his experience. He will accept this challenge with his distinct verve.

Building and Construction Sector does not turn upward |

The new emission of the EU – Commission’s report: “Member States Competitiveness - Performance and Policies: Reinforcing Competitiveness – Edition 2011” is an impressing report about the competitive position of the member states. It begins with a communication about the overall situation of the EU economy. The diagram shows the production indices of the manufacturing output and the construction output from 1993 to 2011. What is remarkable that is the fact that the construction output did not recover from the trough in 2007.
The commission holds that the whole European economy is in a fragile phase. The Building and Construction Sector will not come up again in a short term. The latest prognose of growth is at about 0,5 % very near to a recession. Behind that number we have a spread between an aging population and a highly productive industry, which is not able to stem the stagnation in other areas.
Despite that the report shows the relatively prominent position of Germany, but in an absolute view that is not consolatory.

Expert-group to make up a market review for GNSS |

On 10 October 2011, GSA and CLGE have started an expert-group to make up a market review for GNSS (Global Navigation Satellite System, GPS, GALILEO, GLONASS et al.) in the near and midterm future. The first of two meetings have been organized in the House of the European Surveyor and GeoInformation (HESGI).
