A good framework is half of the planning - no, it is far more, because the success of the planning, the approval and realization as well as the efficiency of a project, depend on it. Unfortunately you are not able to see if the framework is “good” or insufficient. Whether there are maps, files, measurements, statements or analyses, all following use stand on shaky feet if there are gaps, errors, discrepancies or discontinuity. Therefore you should develop a framework, which meets the following requirements and criteria:

• Uniformity: A three-dimensional, firm framework as basis for all planning, which can be changed, controlled over the time, and which excludes spatial and temporal discontinuity.
• Stochastic: An error budget referred to each element, which is controlled by the measurements and which enables the following user to work with.
• Quality: In order to produce a consistent high quality level, all products must be subject to fixed operating procedures and controls.
• Traceability: Each element in all bases must be retraceable to its origin and its author.
